The official costs of a Malta licence, itemised

The government side of your licence: learner's permit €23.25, theory test €30.25, practical test fee around €23.25–40, and the probationary licence €31 — roughly €108–125 in official fees over the journey.

Royal's €120 permit package wraps the permit fee, registration, doctor's appointment and process, and the Royal app into one payment, with €97 paid to us and the €23.25 permit fee paid directly to TM. No surprises — every other cost is on our rates page.
